OLMs in Your MAS … Finally!

In an effort to create consistency between the Multiple Award Schedule (MAS) and other IDIQ contracts, GSA has incorporated Order Level Materials (OLMs) into the Schedules through a final General Services Acquisition Regulation (GSAR). This change gives agencies flexibility, which should ultimately result in more consistency. (GSA Interact February 12, 2019)

The GSA Federal Acquisition Service (FAS), Integrated Workplace Acquisition Center (IWAC) plans to refresh the following Schedule solicitations in early Spring 2019 to implement the OLM authority:

  • 36 Office, Imaging, and Document Solutions
  • 58 I Professional Audio/Video Telemetry/Tracking, Recording/Reproducing and Signal Data Solutions
  • 78 Sports, Promotional Outdoor, Recreation, Trophies, and Signs (Sports)
  • 72 Furnishing and Floor Coverings
  • 71 II K Comprehensive Furniture Management Services (CFMS) (ibid)

GSA will issue a bilateral mod to incorporate the planned changes into existing contracts. Contractors may accept the modification, as it will be optional. MAS contractors must either accept or decline the mass mod within 30 days of receipt. After acceptance, OLM SIN and OLM terms and conditions will automatically be added to existing contracts. If contractors do not accept the modification, they may not provide OLMs in response to customer requirements. (GSA Interact February 12, 2019)

It’s refresh time, or almost. GSA has let us know that a mass modification will be released soon, and with it they will refresh all GSA Multiple Award Schedule (MAS) solicitations. This is to add and update clauses and provision related to the implementation of GSAR Case 2016-G506 (OLM Technical Amendment) and FAR Case 2018-010 (Use of Products and Services of Kaspersky Lab). Contractors have 90 days to accept the mass modification.

Actions needed for Schedule 75 Contract holders

On January 10, GSA released plans for Mass Mod A598, and now they’re following through. Changes for Schedule 75, Office Supplies, include new business rules, new TAA compliance standards, new environmental guidance, and a new letter of supply.

Contract holders must sign the new Letter of Supply, GSA Business Rules, and Critical Information Specific to Schedule 75, and return them to GSA by the deadline on June 30, as well as supplying new TAA Operating Procedures. Otherwise, their contracts will fall out of compliance, and GSA may take action such as removal of the GSA pricelist from GSAAdvantage, or cancellation of the contract itself.

After contractors complete all required documents, they should upload the files to a new Terms and Conditions modification in eMod. GSA will then finalize the modification and incorporate into the GSA MAS Schedule Contract.

Proposed Schedule 736 Enhancements

GSA Region 2 FAS Intends to Upgrade and Re-organize Schedule 736

Proposed modifications to Schedule 736 aim to make the schedule more customer-friendly and make Wage Grade Occupations and Professional Labor Categories more visible. According to the plan, there will be two primary SINs: 736-1 for Wage Grade Occupations and 736-5 for Professional Labor Categories. SIN 736-99 will remain unchanged.

The new categorization only applies to pending and not-yet-approved wage grade categories. Vendors under SINs 736-2, 736-3, and 736-4 will be consolidated into the two remaining SINs based on their current offerings. After the consolidation, those SINs will be deleted. FAS will update the solicitation to reflect all current Temp Help regulations, and contain a new ordering guide for customers.

Vendors who offer both Wage Grade and Professional Labor Rates will have to separate out their offerings. Through eMod, they should add either of the two primary SINs that apply to their offerings. Creation and submission of a new pricelist will be required, but price changes and new labor category additions are not allowed at this time.

Existing task orders will not be impacted, and will remain valid until their natural expirations. The SIN descriptions will show the entire List of Occupational Categories based on the fifth edition of the DOL Occupations Directory.

Ultimately, FAS aims to increase utilization of the schedule (as full-time hiring is becoming greatly abridged), streamline procurement and end contract redundancy, and facilitate greater capture of marketshare.

GSA Reopening the Office Supply Schedule with New (and improved?) SINs

GSA is opening Schedule 75 to new offers after a number of years, and they’ve added a new Special Item Number (SIN), called Office Supplies Fourth Generation (OS4).

SIN 75-200 for Office Products  have updated requirements, including a demonstrated ability to meet all environmental reporting and green product requirements, a system to comply with the Trade Agreements Act, and updated Letter of Supply requirements. Overhauled  Letters of Supply will also be required for 75-85 (Restroom Products) and SIN 75-210 (Office Services).

The optional requirements for all above SINs are AbilityOne-Certifications and Transactional Data Reporting. OS4 includes SIN 75-220 for Office Products and Services as well as SIN 75-280 for Overseas Office Products and Services. There is no deadline to submit an offer for these SINs.
