Refresh 33 Moves to October
The GSA Federal Acquisition Service (FAS) has rescheduled MAS Solicitation Refresh 33 for October 2026 to ensure all updates are fully integrated and ready for release. (Buy.GSA.Gov l Interact September 11, 2026)
FAS has also updated the Significant Changes document to reflect revisions to the Statement of Work (SOW) and Price Proposal Template (PPT) for SIN 561510 – Travel Agent Services under the Travel Agent and Miscellaneous Services (L03) subcategory.(ibid)
What Contractors Need to Know
FAS continues to refine the changes planned for Refresh 33. Key updates include:
Overall MAS Solicitation/Updates to the SCP-FSS-001
- Supply Chain Risk Management: FAS will add a new provision and clause to formalize current supply chain risk management practices and provide greater consistency and transparency. (ibid)
- FASt Lane: FAS will expand FASt Lane eligibility to the entire solicitation. (ibid)
- Trade Agreements Act: Class Deviation CD-2026-03 eliminates the Trade Agreements Act exemption previously available to Federal Prison Industries, Inc. and AbilityOne Participating Nonprofit Agencies. (ibid)
- Product Substitutions: FAS will add a new requirement addressing product substitutions to the General Information section of each Large Category solicitation attachment. (ibid)
- Wage Determinations: FAS will incorporate the latest wage determinations for Service Contract Labor Standards (SCLS). (ibid)

Miscellaneous (G) – Complementary (G06)
- Add a new SIN note to the General Requirements section for the 4PL SIN. (ibid)
- Add a SIN note to the instructions for SIN 238910 – Installation and Site Preparation Services. (ibid)
Travel (L) – Employee Relocation (L01)
- Revise the Statement of Work (SOW) guidelines for SIN 531 – Employee Relocation Solutions. (ibid)
Travel Agent and Miscellaneous Services (L03)
- Revise the SOW and Price Proposal Template (PPT) for SIN 561510 – Travel Agent Services. (ibid)
Mark Your Calendar: 90-Day Mass Modification Deadline
Once FAS issues the Refresh 33 mass modification, contractors must accept the modification within 90 days.
The updated terms will apply to new task and delivery orders issued after the modification’s effective date, including new calls under existing BPAs. Orders issued before the effective date will continue under the terms and conditions in effect when they were awarded. (ibid)
